In the early 1920s, vigilante justice started to become much more common in large cities. By the mid
1930s, superhero mania was in full swing, particularly people with the superhuman condition. With masked
viglantes running around unchecked, and multiple cases of vigilantes becoming supervillains, the US Government
decided to keep them in check. Vigilantism became illegal, but they weren't done with costumed crime fighters.
The Superhuman Project was launched in the 1960s, but ultimately collapsed in the mid 80s. Government supers
came back a few short years later, but vigilantism was still a crime. Houston Texas is ranked #5 of the worst
vigilante ridden cities in the US.
